Changes to the Renewable Heat Incentive (RHI)

Important changes to the RHI (Renewable Heat Incentive) scheme for domestic and non domestic installations have been ratified by Parliament and will come in to force on 20th September 2017

The changes are very similar to what was included in the RHI Reform document which came out at the end of 2016, with key information as follows:


Non domestic/Commercial RHI

Single band for all non domestic/commercial biomass boiler installations regardless of boiler output

Tariffs are 2.96p/kWh (Tier 1) and 2.08p/kWh (Tier 2)
Tier 1 extended to 35% of load factor (3,066 hours per annum)

The revised scheme will provide good returns on investment for those choosing a biomass installation.

Domestic RHI

Revised rate of 6.54p/kWh for biomass boiler installations

Number of kWh per annum capped at 25,000, which equates to £1,635 per annum / £11,445 over the schemes 7 year period

As with the previous scheme an Energy Performance Certificate (EPC) is required for the property to determine the heating and hot water load

At Ashwell Biomass we continue to receive regular enquiries from home owners asking whether a biomass boiler would be suitable for them.

The answer to this usually comes down to how much space is available as well as making sure the client is fully aware of what is involved with running and operating a biomass boiler as opposed to a fossil fuel alternative.  Other key factors for consideration are which biomass fuel to go for (wood chip, wood pellet or logs) as well as installation and fuel costs.

In terms of biomass fuel and boiler type each option has its pros and cons, which need to be discussed with the client in order to understand and propose the most appropriate solution for them.  However put very basically; a log boiler offers the lowest cost solution in terms of both installation and running costs but requires the most manual input; an automated wood pellet boiler solution offers the most convenience but has the highest fuel costs; whilst an automated wood chip boiler has the highest installation cost but benefits from lower fuel costs than wood pellet.      

Whilst a biomass boiler system is more expensive to install than its fossil fuel equivalent, being a sustainable form of heating it enables clients to benefit from the Government's domestic renewable heat incentive (dRHI) scheme as well as from any fuel savings (vs LPG, heating oil and electricity). 

To give you an idea of dRHI return, a property with a heating and hot water requirement of 25,000 kWhs per annum will return £1,635 per annum, equating to £11,445 over 7 years, which in most cases will cover the majority of the installation costs.

With the heating season upon us is your biomass boiler serviced and ready for the winter period?

Ashwell Biomass have been in the industry since the beginning in the UK, and have a dedicated team of engineers with a wealth of experience. They have been servicing and repairing boilers of various makes, models and sizes for a number of years.

It is important to ensure boilers are serviced regularly and a maintenance regime is in place in accordance with manufacturer recommendations and based on the boiler use and environment.

Ashwell Biomass stress the importance of using an experienced company to assist in the upkeep of the biomass boilers rather than just opting for the cheapest in the market. In their experience, cheapest isn't always the best, but when relying on the boiler to function when you most need it, find a company that provides a mix of value, service and knowledge:

We do strongly recommend regular servicing of any biomass boiler. This ensures the system runs efficiently and effectively as well as reducing the possibility of costly breakdowns. During a service we also check and report back any potential issues or recommend replacement parts as and when required which helps to encourage smooth running of the boiler.

Where a boiler is run continuously or substantially for a period of time (especially in Winter months), there is added pressure on the systems. Whilst (naturally) issues are likely to occur, as with any mechanical or electrical system, it is important that there is regular cleaning and general maintenance to try to prevent issues.

During summer months (generally) the boiler is not used as much as the colder periods. This is the most important time to get the boiler serviced thoroughly before switching on. Remember, the boiler would have been running hard during the previous winter and potentially sat not doing anything - or very little - leading up to winter. The boiler would have experienced wear and tear during that period, and a service/health check prior to switching back on is of utmost importance.

The frequency of servicing is dependent upon factors such as the running hours of the boiler and the type of fuel used, for example wood chip generates more ash than wood pellet and the more impurities in the chip (bark, detritus, etc) the more cleaning will be required. Ashwell use this information to determine which package best suits the client's needs and offers three standard servicing and maintenance packages - Silver, Gold and Platinum. All include a major service. Whilst Gold and Platinum include a minor service and the Platinum also includes a set number of breakdown call outs.

In addition to this there are a number of additional services that require consideration, which include flue cleaning, ash box cleaning, health checks and operative training. All of these are designed to ease workload and also provide valuable information regarding successful long term running of a biomass boiler."

Finally do not forget if claiming RHI (Renewable Heat Incentive) it is part of the RHI process to be able to prove that regular servicing by a competent trained engineer takes place.

So remember to get your biomass boiler ready to keep you warm this Winter.

Following the introduction of new RHI regulations, which came in to force on 20th September 2017 revising the tariffs and tier breaks for biomass installations, it was widely expected phase II would be introduced before the end of the year. 

However it is now understood that implementation of phase II of the RHI Reforms have now been delayed until March 2018.

Over the past 12-18 months there has been a significant rise in the use of waste wood as a fuel for biomass boilers.

This has lead to confusion and concerns surrounding the quality of product, particularly where treated and untreated waste wood is being mixed and used in appliances that are unsuitable and unable to deal with the contaminants. Due to the seriousness of concerns and the potential health and environmental issues, the Environment Agencies are focusing on illegal activity with waste wood as an urgent priority.

To raise awareness of this, Ofgem has produced a waste wood awareness factsheet, which can be found here .


Using waste wood in your boiler?

If you are using or intending to use waste wood to fuel your boiler ( including A grade ) you need to be aware that burning waste wood is subject to environmental regulatory controls and that you hold the correct environmental permit or have registered and are complying in full with an exemption from needing to have a permit. In addition to this participants of the RHI scheme must ensure that the fuel they are accepting from their supplier and burning in their boiler is appropriate to their installation, ie. it is of the right quality and type.

Ensuring adequate filtration and emissions control

Boilers with a fuel through put of between 50kg to 3 tonnes per hour will require a permit to burn waste wood from the Local Authority, which depending upon the boiler and fuel type, may require additional filtration in order to comply with emissions requirements. This could be in the form of bag/sleeve or ceramic filtration.

Leah will be helping our Service, Maintenance and Sales teams and here is what attracted her to the role...

"The reasons I chose to do my apprenticeship at Ashwell Biomass is because I will be able to learn business admin whilst having an insight to how renewable technology such as biomass works.

As well as this I get to see what happens in the workshop and how the office runs, whilst being in communication with customers and learning new skills that can be transferred into my everyday life such as new computer and communication skills.

I think that I will enjoy my apprenticeship at Ashwell Biomass because there are lots of aspects to the business and hopefully I will get to see and learn about all of them."

Ashwell Biomass recently asked the Department for Business, Energy & Industrial Strategy (BEIS) for an update in relation to implementation of the Reformed Renewable Heat Incentive (RHI) scheme.

Their reply is below and whilst understandably at this time no dates are given it does give a useful insight in to what stage the process is at.  

Currently we cannot give a timeframe for changes to the Renewable Heat Incentive (RHI) scheme regulations, due to events beyond the department's control.

Understandably, this has created uncertainty across the renewable heat industry and its consumers. We are aware of the need to provide industry and consumers with clarity on the RHI reforms, and will aim to do so as quickly as possible. Ministers are working closely with policy officials and we hope we are able to announce more in due course. I can assure you that this Government remains committed to transitioning to a low-carbon economy.

Having been put on hold by the snap election, it is understood implementation of the reformed RHI scheme will now be further delayed as it is unlikely to be presented before parliament until after the Summer recess.

The existing RHI scheme will continue to be open for new applicants, with the Department for Business, Energy and Industrial Strategy (BEIS) expected to give an update after the Parliamentary Summer recess. 

We will continue to provide updates as we get them.
